Board of Directors

NextGen Park County’s governing body consists of a Board of Directors that consists of five of its designated, elected members.

Wade McMillin


Wade currently serves as President of NextGen Park County and has been involved with the organization since 2017. A Cody native, he moved back to Cody with his wife, Heidi, after studying journalism at Northern Arizona University in Flagstaff, AZ. He now works for Park County as the Chief Appraiser in the Assessor’s Office.

Wade is an avid sports fan and former coach. He enjoys hunting, fishing, and ice fishing in his free time and is a closet video editor.

Scott Kitchen

Vice President

Scott was born and raised in Powell, WY. Scott attended Rocky Mountain College, where he earned a Bachelor of Science in Computer Science, then attended the University of Utah, where he earned a Master of Science in Information Systems. Following graduate school, he moved to Cody, WY He is currently employed by the City of Cody as Information Technology Manager.

Scott is involved in a number of local nonprofit organizations, including NextGen Park County and the Cody Lions Club, in which both groups he currently serves as Vice President. He also serves on an advisory board at the Buffalo Bill Center of the West.

Scott loves spending time fly fishing and hiking with his dog, Sudo.

Spencer Reid


Spencer grew up in Wisconsin and attended the University of Wisconsin-Milwaukee. He is currently an Appraiser in the Park County Assessor’s Office. An avid sports fan, his favorite team is the Los Angeles Rams.

Kerrie Spinney


Kerrie currently serves as Treasurer of NextGen Park County and has been involved with the organization since 2016. After studying mathematics at Central Michigan University, she and her husband, Josh, moved to Cody in 2015. Kerrie’s outdoor interests include skiing and snowshoeing.

Kayl Mitchell


Originally from Texas, Kayl moved to Cody five years ago with his wife, Tia. Kayl studied business management at New Mexico State University. Most of Kayl’s interests involve Texas Tech University sports in some capacity.
